## Quick answer

A streamline refinance replaces an FHA loan with a new FHA loan, or a VA loan with a new VA loan (an Interest Rate Reduction Refinance Loan, or IRRRL), with less documentation than a standard refinance. Both need at least 6 payments and 210 days of seasoning, and both must give you a net tangible benefit. FHA doesn’t require an appraisal and allows no more than $500 cash back; a VA IRRRL from a fixed rate to a fixed rate must cut the rate by at least 0.5% and earn back its costs within 36 months.

## What makes a refinance “streamline”

A streamline refinance stays inside the same program: FHA to FHA, or VA to VA. Because the government already insures or guarantees your loan, the lender can lean on your payment record instead of re-checking everything from scratch. You still pay closing costs, and you still sign a new loan with a new term.

**FHA Streamline.** Your existing FHA loan must be current, not delinquent. HUD offers credit-qualifying and non-credit-qualifying versions; in the second, the lender checks your mortgage payment history but doesn’t run a credit check or calculate debt-to-income. No appraisal is required and there is no loan-to-value limit — the new loan is based on the balance of the FHA loan being refinanced, not on today’s value. That makes it one of the few ways to refinance a home that has lost value.

**VA IRRRL.** You must already have a VA-backed loan and certify that you live in the home or used to. If there is a second mortgage, its holder must agree to let the new VA loan take first place. Closing costs can be included in the new loan, so you don’t have to pay them up front.

## FHA Streamline vs VA IRRRL

*The two streamline programs side by side*

| | FHA Streamline | VA IRRRL |
|---|---|---|
| Loan you must have | FHA-insured, not delinquent | VA-backed |
| Seasoning | 6 payments and 210 days since closing | 6 consecutive monthly payments and 210 days after the first payment due date |
| Cash back | No more than $500 | Not a cash-out loan — VA has a separate cash-out refinance |
| Closing costs | Can’t be added to the loan; pay in cash or through a higher rate | Can be included in the new loan |
| Appraisal | Not required | Ask your lender |
| Program fee | New upfront MIP of 1.75%, with a credit for part of the old premium if within 3 years | Funding fee of 0.5% |
| Rate test | Net tangible benefit; fixed rate to a one-year ARM needs a rate at least 2% lower | Fixed to fixed at least 0.5% lower; fixed to adjustable at least 2% lower; costs recouped within 36 months |

Veterans receiving VA disability compensation generally don’t pay the funding fee. On the FHA side, the credit for your old upfront premium only applies when you move into another FHA loan, and none is due after 3 years.

## The net tangible benefit test

Both programs exist to lower your cost or risk, not to generate fees, so each has a benefit test.

**FHA** requires a tangible benefit through a lower rate, a shorter term or both. The size of the rate cut depends on whether the old and new loans are fixed or adjustable; the full table is in HUD Handbook 4000.1. HUD also cut annual MIP rates for loans endorsed on or after March 20, 2023, and the lower rates apply to most streamline refinances — so an older FHA loan may get a lower premium as well as a lower rate.

**VA** sets its tests in law (38 U.S.C. 3709):

- A fixed-to-fixed IRRRL must lower the rate by at least 0.5%; fixed to adjustable, by at least 2%.
- The lower rate can’t come only from discount points unless you pay the points in cash at closing and the loan stays within VA’s loan-to-value limits for points.
- All fees and closing costs — not counting taxes, escrow and the VA funding fee — must be recouped through lower monthly payments within 36 months.

## Worked example: the VA recoupment test

> **Worked example: $280,000 VA loan at 7.99% with 28 years left, refinanced into a 30-year IRRRL at 7.24%**
>
> | Step | Amount |
> |---|---:|
> | Current principal and interest | $2,089 |
> | New loan with the 0.5% funding fee added | $281,400 |
> | New principal and interest | $1,918 |
> | Monthly saving | $171 |
> | Most fees and closing costs recouped within 36 months (saving × 36) | $6,156 |
>
> The current rate is an example three-quarters of a point above this week’s Freddie Mac 30-year average, which is used as the new rate for illustration; VA quotes can be lower or higher. A three-quarter-point cut passes the 0.5% minimum for a fixed-to-fixed IRRRL.

The funding fee doesn’t count toward recoupment, but every other cost does. If the lender’s fees and closing costs come to more than $6,156, this IRRRL can’t be guaranteed — and if you roll those costs into the loan, the saving shrinks and the ceiling falls with it. Ask for a Loan Estimate and divide total costs by the saving yourself, or use our [break-even guide](https://mortgage-math-us.com/refinancing/break-even/).

## Is a streamline right for you?

A streamline is usually worth a look when rates have fallen since you borrowed, your payment record is clean and you plan to stay past the break-even point. It is the wrong tool if you want to:

- **Take cash out** — see [cash-out refinance](https://mortgage-math-us.com/refinancing/cash-out-refinance/).
- **Get rid of FHA mortgage insurance** — a new FHA loan carries MIP too; once you have enough equity, a [conventional refinance](https://mortgage-math-us.com/refinancing/refinance-to-remove-pmi/) is the way out.
- **Move soon** — the costs may never come back. See [when not to refinance](https://mortgage-math-us.com/refinancing/when-not-to-refinance/).

Lenders can add requirements of their own on top of HUD’s and VA’s, such as a minimum credit score. If one says no, another may not. More on each program: [FHA loans](https://mortgage-math-us.com/loan-types/fha-loans/) and [VA loans](https://mortgage-math-us.com/loan-types/va-loans/).

## Frequently asked questions

### Do I need an appraisal for an FHA Streamline?

No. FHA doesn’t require one and sets no loan-to-value limit; the new loan is based on the balance of the FHA loan you are refinancing, and the old loan’s property value is used to set the MIP.

### Can I take cash out with a streamline refinance?

Not really. An FHA Streamline allows no more than $500 cash back, and a VA IRRRL is a rate-reduction loan. To borrow against your equity, use an FHA or VA cash-out refinance instead.

### Does an FHA Streamline get rid of mortgage insurance?

No. The new loan is still an FHA loan, with upfront MIP of 1.75% (less any credit for your old premium) and annual MIP. To drop MIP, you generally need to refinance into a conventional loan once you have enough equity.

### How soon can I do a VA IRRRL?

Once you have made 6 consecutive monthly payments on your current VA loan and 210 days have passed since its first payment due date, whichever comes later.

### Can I do an IRRRL if I no longer live in the home?

Yes, if you can certify that you used to live in it. A VA cash-out refinance, by contrast, requires you to live in the home.

### Is there a credit check for a streamline refinance?

Not always. FHA’s non-credit-qualifying Streamline skips the credit check but still verifies your mortgage payment history; lenders may set their own credit requirements on either program.

### How much is the VA IRRRL funding fee?

0.5% of the loan amount, which can be included in the new loan. Veterans receiving VA disability compensation are generally exempt.
