## Quick answer

Half of the state housing agencies with a dollar cap in our data set it between **$10,000 and $18,000**, and the median across those 29 states is $15,000. Where help is a share of the price or loan, the median is 5% — $15,000 on a $300,000 home. A 5% cap is the most common, and 16 of 27 states with a published minimum ask for a credit score of 640. The structure matters as much as the amount: a $10,000 repayable second at 2% adds about $64 a month, while forgivable help costs nothing if you stay long enough.

## What the state data shows

This comparison uses the statewide programs we track for each state housing finance agency, checked in October 2026 and linked in the sources below (the District of Columbia counts as a state here). The figures are program caps — the most you can get — not typical awards, and city, county and employer programs can add more. For what each type of help is and how to spot a scam, start with the [down-payment grants guide](https://mortgage-math-us.com/first-time-buyers/grants/); for the federal loans these programs sit on top of, see [first-time home buyer programs](https://mortgage-math-us.com/first-time-buyers/programs/).

*State down-payment assistance at a glance (statewide agency programs)*

| Measure | States with a figure | Median | Middle half of states | Full range |
|---|---:|---:|---:|---|
| Dollar caps | 29 | $15,000 | $10,000–$18,000 | $5,000 (Maine) to $202,000 (District of Columbia) |
| Percentage caps | 32 | 5% | 4%–5% | 3% to 20% (Kansas) |
| Forgiveness period | 13 | 10 years | 7 years–10 years | 5 years to 15 years |
| Term of second loans | 12 | 12 years | 10 years–15 years | 10 years to 30 years |
| Minimum credit score | 27 | 640 | 620–640 | 620 to 660 |
| Income limit (dollar figure) | 16 | $152,400 | $135,400–$170,700 | $80,000 (Montana) to $275,400 (District of Columbia) |

Two things stand out. First, amounts cluster tightly: half of the dollar caps sit between $10,000 and $18,000. The median of $15,000 covers an FHA minimum down payment of 3.5% on a home up to about $428,571, against a US median home value of $360,600 — help with the minimum, not with 20% down. Second, the rules that decide whether you qualify — credit score, income and price limits — vary more than the amounts.

## Dollar caps by state

29 states publish a flat dollar cap for at least one statewide program:

*States by the largest dollar cap on statewide down-payment help*

| Cap | States | Which states |
|---|---:|---|
| Up to $10,000 | 8 | [Alabama](https://mortgage-math-us.com/location/alabama/), [Florida](https://mortgage-math-us.com/location/florida/), [Georgia](https://mortgage-math-us.com/location/georgia/), [Maine](https://mortgage-math-us.com/location/maine/), [Michigan](https://mortgage-math-us.com/location/michigan/), [Mississippi](https://mortgage-math-us.com/location/mississippi/), [Pennsylvania](https://mortgage-math-us.com/location/pennsylvania/), [Vermont](https://mortgage-math-us.com/location/vermont/) |
| $10,001–$15,000 | 13 | [Arkansas](https://mortgage-math-us.com/location/arkansas/), [Iowa](https://mortgage-math-us.com/location/iowa/), [Illinois](https://mortgage-math-us.com/location/illinois/), [Kentucky](https://mortgage-math-us.com/location/kentucky/), [Montana](https://mortgage-math-us.com/location/montana/), [North Carolina](https://mortgage-math-us.com/location/north-carolina/), [New Hampshire](https://mortgage-math-us.com/location/new-hampshire/), [New Jersey](https://mortgage-math-us.com/location/new-jersey/), [New York](https://mortgage-math-us.com/location/new-york/), [Rhode Island](https://mortgage-math-us.com/location/rhode-island/), [Tennessee](https://mortgage-math-us.com/location/tennessee/), [West Virginia](https://mortgage-math-us.com/location/west-virginia/), [Wyoming](https://mortgage-math-us.com/location/wyoming/) |
| $15,001–$30,000 | 6 | [Arizona](https://mortgage-math-us.com/location/arizona/), [Colorado](https://mortgage-math-us.com/location/colorado/), [Connecticut](https://mortgage-math-us.com/location/connecticut/), [Massachusetts](https://mortgage-math-us.com/location/massachusetts/), [Minnesota](https://mortgage-math-us.com/location/minnesota/), [Utah](https://mortgage-math-us.com/location/utah/) |
| More than $30,000 | 2 | [District of Columbia](https://mortgage-math-us.com/location/district-of-columbia/), [Oregon](https://mortgage-math-us.com/location/oregon/) |

The two largest caps belong to unusual programs: DC Home Purchase Assistance Program (HPAP) gap financing in the [District of Columbia](https://mortgage-math-us.com/location/district-of-columbia/) ($202,000), and OHCS Down Payment Assistance through local organizations in [Oregon](https://mortgage-math-us.com/location/oregon/) ($60,000). Most other states cap help near the median of $15,000, and several add a larger award for lower incomes, first-generation buyers or certain professions.

## Percentage caps, converted to dollars

32 states set at least one program as a share of the price or loan amount. On a $300,000 home:

*Percentage caps and what they are worth on a $300,000 home*

| Cap | Worth on $300,000 | States | Which states |
|---|---:|---:|---|
| 3% | $9,000 | 4 | [Colorado](https://mortgage-math-us.com/location/colorado/), [North Carolina](https://mortgage-math-us.com/location/north-carolina/), [North Dakota](https://mortgage-math-us.com/location/north-dakota/), [New York](https://mortgage-math-us.com/location/new-york/) |
| 3.5% | $10,500 | 3 | [California](https://mortgage-math-us.com/location/california/), [Ohio](https://mortgage-math-us.com/location/ohio/), [Oklahoma](https://mortgage-math-us.com/location/oklahoma/) |
| 4% | $12,000 | 7 | [Alabama](https://mortgage-math-us.com/location/alabama/), [Arizona](https://mortgage-math-us.com/location/arizona/), [Louisiana](https://mortgage-math-us.com/location/louisiana/), [Missouri](https://mortgage-math-us.com/location/missouri/), [New Mexico](https://mortgage-math-us.com/location/new-mexico/), [Nevada](https://mortgage-math-us.com/location/nevada/), [South Carolina](https://mortgage-math-us.com/location/south-carolina/) |
| 5% | $15,000 | 14 | [Delaware](https://mortgage-math-us.com/location/delaware/), [Florida](https://mortgage-math-us.com/location/florida/), [Georgia](https://mortgage-math-us.com/location/georgia/), [Iowa](https://mortgage-math-us.com/location/iowa/), [Indiana](https://mortgage-math-us.com/location/indiana/), [Maryland](https://mortgage-math-us.com/location/maryland/), [Montana](https://mortgage-math-us.com/location/montana/), [Nebraska](https://mortgage-math-us.com/location/nebraska/), [Oregon](https://mortgage-math-us.com/location/oregon/), [Pennsylvania](https://mortgage-math-us.com/location/pennsylvania/), [South Dakota](https://mortgage-math-us.com/location/south-dakota/), [Tennessee](https://mortgage-math-us.com/location/tennessee/), [Virginia](https://mortgage-math-us.com/location/virginia/), [Washington](https://mortgage-math-us.com/location/washington/) |
| 6% | $18,000 | 2 | [Illinois](https://mortgage-math-us.com/location/illinois/), [Wisconsin](https://mortgage-math-us.com/location/wisconsin/) |
| 8% | $24,000 | 1 | [Idaho](https://mortgage-math-us.com/location/idaho/) |
| 20% | $60,000 | 1 | [Kansas](https://mortgage-math-us.com/location/kansas/) |

Some programs apply the percentage to the loan amount rather than the price, which makes the dollar figure a little lower when you put money down. The outlier is [Kansas](https://mortgage-math-us.com/location/kansas/), where the Kansas Housing First Time Homebuyer 0% forgivable loan goes up to 20%.

## Four structures, and what you owe if you sell

Assistance comes as a grant, a forgivable second loan, a deferred second loan or a repayable second loan. The difference shows up when you sell or refinance. Here is what you would owe under four real program structures from our data:

*Amount still owed if you sell after 2, 5 or 8 years*

| Program and structure | Assistance | After 2 years | After 5 years | After 8 years |
|---|---:|---:|---:|---:|
| Grant — Vermont VHFA First Generation | $15,000 | $0 | $0 | $0 |
| Forgivable — Connecticut CHFA Time To Own | $25,000 | $20,000 | $12,500 | $5,000 |
| Deferred — Florida Assist | $10,000 | $10,000 | $10,000 | $10,000 |
| Repayable — Mississippi Trusty10 | $10,000 | $8,833 | $6,994 | $5,040 |

Among the loans, the forgivable one is the best deal if you stay; the deferred loan is an interest-free debt you carry until you sell or refinance. Forgiveness periods vary widely:

*How long forgivable help takes to be forgiven*

| Forgiven after or over | States | Which states |
|---|---:|---|
| 5 years | 3 | [Florida](https://mortgage-math-us.com/location/florida/), [Louisiana](https://mortgage-math-us.com/location/louisiana/), [New Jersey](https://mortgage-math-us.com/location/new-jersey/) |
| 7 years | 1 | [Ohio](https://mortgage-math-us.com/location/ohio/) |
| 10 years | 7 | [Connecticut](https://mortgage-math-us.com/location/connecticut/), [Illinois](https://mortgage-math-us.com/location/illinois/), [Kansas](https://mortgage-math-us.com/location/kansas/), [Missouri](https://mortgage-math-us.com/location/missouri/), [New York](https://mortgage-math-us.com/location/new-york/), [Pennsylvania](https://mortgage-math-us.com/location/pennsylvania/), [Tennessee](https://mortgage-math-us.com/location/tennessee/) |
| 15 years | 2 | [North Carolina](https://mortgage-math-us.com/location/north-carolina/), [South Carolina](https://mortgage-math-us.com/location/south-carolina/) |

Some programs forgive a share each year, others all at once at the end. If you might move within the period, ask which kind yours is.

## The true cost of a repayable second

Programs with a set monthly repayment in our data include those in [Minnesota](https://mortgage-math-us.com/location/minnesota/), [Mississippi](https://mortgage-math-us.com/location/mississippi/), [Nebraska](https://mortgage-math-us.com/location/nebraska/), [Pennsylvania](https://mortgage-math-us.com/location/pennsylvania/) and [Rhode Island](https://mortgage-math-us.com/location/rhode-island/). Their cost is mostly the monthly payment, not the interest:

> **Worked example: A $10,000 second mortgage at 2% over 15 years (Mississippi Trusty10)**
>
> | | Amount |
> |---|---:|
> | Monthly payment | $64 |
> | Total interest over the term | $1,583 |
> | Added to debt-to-income on $6,000 a month of gross income | 1.1 percentage points |
> | First-mortgage loan that payment could have supported at 7.24% | about $9,443 |

The last line is the hidden cost. If your debt-to-income ratio is already at the lender’s limit, every dollar of second-mortgage payment comes out of the first-mortgage budget. Three repayable programs side by side:

*Repayable assistance: payment and cost*

| Program | Amount | Rate | Term | Payment | Interest | Debt-to-income on $6,000/mo |
|---|---:|---:|---:|---:|---:|---:|
| Mississippi — MHC Trusty10 | $10,000 | 2% | 15 years | $64 | $1,583 | +1.1 pts |
| Nebraska — NIFA second loan (on a $250,000 price) | $12,500 | 1% | 10 years | $110 | $641 | +1.8 pts |
| Pennsylvania — PHFA Keystone Advantage | $6,000 | 0% | 10 years | $50 | $0 | +0.8 pts |

## Credit scores and income limits

Credit minimums are the most uniform rule. Of the 27 states with a published minimum in our data:

*Minimum credit score for state down-payment help*

| Minimum score | States | Which states |
|---|---:|---|
| 620 | 8 | [Delaware](https://mortgage-math-us.com/location/delaware/), [Kentucky](https://mortgage-math-us.com/location/kentucky/), [Montana](https://mortgage-math-us.com/location/montana/), [New Mexico](https://mortgage-math-us.com/location/new-mexico/), [Virginia](https://mortgage-math-us.com/location/virginia/), [Wisconsin](https://mortgage-math-us.com/location/wisconsin/), [West Virginia](https://mortgage-math-us.com/location/west-virginia/), [Wyoming](https://mortgage-math-us.com/location/wyoming/) |
| 640 | 16 | [Alabama](https://mortgage-math-us.com/location/alabama/), [Arkansas](https://mortgage-math-us.com/location/arkansas/), [District of Columbia](https://mortgage-math-us.com/location/district-of-columbia/), [Florida](https://mortgage-math-us.com/location/florida/), [Iowa](https://mortgage-math-us.com/location/iowa/), [Illinois](https://mortgage-math-us.com/location/illinois/), [Louisiana](https://mortgage-math-us.com/location/louisiana/), [Maine](https://mortgage-math-us.com/location/maine/), [Missouri](https://mortgage-math-us.com/location/missouri/), [North Carolina](https://mortgage-math-us.com/location/north-carolina/), [Nevada](https://mortgage-math-us.com/location/nevada/), [Ohio](https://mortgage-math-us.com/location/ohio/), [Oklahoma](https://mortgage-math-us.com/location/oklahoma/), [South Carolina](https://mortgage-math-us.com/location/south-carolina/), [Tennessee](https://mortgage-math-us.com/location/tennessee/), [Vermont](https://mortgage-math-us.com/location/vermont/) |
| 660 | 3 | [Pennsylvania](https://mortgage-math-us.com/location/pennsylvania/), [Rhode Island](https://mortgage-math-us.com/location/rhode-island/), [Utah](https://mortgage-math-us.com/location/utah/) |

Income limits are harder to compare. Most are dollar limits that vary by county and household size; the 16 statewide or headline figures in our data run from $80,000 in [Montana](https://mortgage-math-us.com/location/montana/) to $275,400 in the [District of Columbia](https://mortgage-math-us.com/location/district-of-columbia/). Others are a share of area median income, from 80% to 120%. Check your county’s figure on your state agency’s site — the state pages linked here list each program’s limits.

## How assistance fits with your first mortgage

Assistance is usually a second lien behind your mortgage, so it changes two ratios lenders check. Your [combined loan-to-value](https://mortgage-math-us.com/glossary/combined-loan-to-value/) can exceed 100% with an approved program: Fannie Mae’s Community Seconds allow up to 105% and Freddie Mac’s Home Possible loans up to 105% with Affordable Seconds. And under Fannie Mae’s rules, a Community Seconds loan with payments deferred for at least 5 years stays out of your [debt-to-income ratio](https://mortgage-math-us.com/glossary/debt-to-income-ratio/), while a repayable second’s payment counts in full.

> **Tip: Compare the whole package**
>
> State programs usually pair assistance with the agency’s own first mortgage. Compare its rate and fees with a standard loan without help: a larger award attached to a costlier first mortgage can leave you worse off.

## Comparing offers in your state

**How to compare down-payment assistance offers**

1. **Check eligibility first** — First-time buyer test, income limit for your county and household size, price limit and minimum credit score.
2. **Find the structure** — Grant, forgivable, deferred or repayable, and over how many years forgiveness runs.
3. **Price the monthly cost** — Add any repayable second’s payment to your debt-to-income ratio.
4. **Ask about the first mortgage** — Rate, fees and mortgage insurance on the loan the help is tied to.
5. **Model a sale or refinance** — Work out what you would owe after two, five and eight years.
6. **Use an approved lender** — State programs are offered only through lenders the agency has approved; its website lists them.

Your state’s page — for example [California](https://mortgage-math-us.com/location/california/), [Texas](https://mortgage-math-us.com/location/texas/), [Florida](https://mortgage-math-us.com/location/florida/) or [New York](https://mortgage-math-us.com/location/new-york/) — lists its agency programs, and the [affordability calculator](https://mortgage-math-us.com/tools/affordability-calculator/) shows what the help does to your price range. For how FHA and conventional loans treat the first mortgage, see [FHA vs conventional](https://mortgage-math-us.com/blog/fha-vs-conventional/).

## Frequently asked questions

### How much down-payment assistance can I get?

It depends on your state and program. Across the 29 states in our data with a dollar cap, the median is $15,000 and half of states fall between $10,000 and $18,000. Percentage-based programs have a median of 5% of the price or loan.

### What credit score do I need for state down-payment assistance?

The most common minimum in our data is 640 — 16 of 27 states with a published minimum. The full range runs from 620 to 660, and some programs set a higher score for conventional loans.

### Do I have to pay back down-payment assistance?

It depends on the structure. Grants are not repaid; forgivable loans are forgiven if you stay for the required period — 5 to 15 years in our data; deferred loans are repaid when you sell or refinance; and repayable seconds have a monthly payment.

### Does a repayable assistance loan affect how much house I can afford?

Yes. Its payment counts in your debt-to-income ratio. A $10,000 second at 2% over 15 years costs $64 a month, which at today’s 7.24% average could otherwise support about $9,443 of first-mortgage loan.

### Can I use down-payment assistance if I am not a first-time buyer?

Sometimes. Many programs use the federal test — no home owned in the past 3 years — but some states run separate programs for repeat buyers, such as [Indiana](https://mortgage-math-us.com/location/indiana/) and [Nevada](https://mortgage-math-us.com/location/nevada/) in our data, as long as you meet the income and price limits.

### Do I have to use the state agency’s mortgage to get its assistance?

Usually. Most state programs pair the assistance with the agency’s own first mortgage, made through an approved lender. Compare that loan’s rate and fees with a loan without help.
